The Police Career


Ellis Maxwell is a twenty-year veteran of Law Enforcement. He honorably retired as a detective in January 2016 from the second largest municipal police agency in Utah, West Valley City. During the last four years of his career he obtained his bachelor’s degree from Columbia College of Missouri, majoring in Psychology.
Maxwell has investigated nearly every type of criminal investigation that one can in a career, to include a high-profile criminal case. The Susan Powell case and Maxwell have been featured on cable television networks and a podcast produced by KSL news.

Investigation assignments included, school resource officer, youth crimes investigator, narcotics, special victims investigating child and sex abuse; major crimes – investigating suicides, robberies, kidnappings, homicides and officer involved shootings. The last three years of his career, Maxwell developed and managed a college internship program for the agency. Revamped and managed the agencies kidnap/sex offender compliance program, managing on average 180 listed offenders. In addition, Maxwell was a part of the Internet Crimes Against Children Task Force, under the State of Utah Attorney General’s Office. And, also sworn as United States Marshal and Drug Enforcement Agency Agent.

Secondary assignments included: Field training officer for new patrol officers. Crisis/Hostage Negotiator, Maxwell either negotiated and or managed several negotiations with every situation ending in a positive fashion over the course of thirteen-years. Maxwell retired as the team leader under the direction of the Lieutenant. Training, Maxwell was a Taser instructor for the agency. He also worked with S.W.A.T and Negotiations in putting on annual training.

Maxwell was an advocate for his peers. Revitalizing and recognizing the officer/detective of the month program. He also was a long standing member and coordinator for the cities Employee Advisory Committee. He developed and managed the departments first peer support program. He was always looking out for the best interest of his peers. Maxwell is a cops cop. With proven leadership and following his goals of experiencing as much of police work as he could before retiring.

Since retirement, Maxwell created Shield Balance LLC, a private investigation agency focusing on supporting victims of Domestic Violence and Relationship Abuse, employment background investigations, compliance, consulting and training for the public, private businesses and law enforcement agencies. 10-88 Podcast, he hosts current, former and retired law enforcement and they discuss real life police stories and incidents. Maxwell is also the President of Shield Guardian, a non profit for first responders. Shield Guardian is pending approval from the IRS and is anticipated to launch the summer of 2019.
